Is Charles V a strong general in Evony?

Charles V boasts an impressive skill set for leading Ground PvP marches. While he lacks a skin, his other enhancements more than compensate. Right from the start, he’s effective, with no Skill Book limitations and a Special Skill, Duke of Burgundy, that boosts Ground Troops’ attack and defense by 50% and HP by 35%. However, most of his buffs only apply when attacking, so he’s best used in offensive roles. He also provides minor buffs to Mounted Troops, but these are minimal, making him most effective with pure Ground marches.
